<P>PROBLEM TO BE SOLVED: To provide an account management system and an account management method for defining maximum payment to a user, and paying money from a bank account according to the maximum payment, or receiving money to the bank account. <P>SOLUTION: A virtual account control server 20b is provided with a virtual account master data storage section 22 in which data about maximum payment, an amount of a cumulative use, and a head office account identifier are recorded at each virtual account. A telegram requesting for dealing containing the account identifier of the virtual account is delivered to a virtual account management server 20b. In this case, when user authentication is completed, a controller 21 of the virtual account management server 20b acquires the account balance of the virtual account and compares it with a withdrawal desired amount. When the withdrawal desired amount is smaller than the account balance of the virtual account, the controller 21 performs a payment process using the head office account in a basic server 20c.
