PROBLEM TO BE SOLVED: To obtain a vehicle floor structure capable of easily assembling a tunnel member on an upper surface on an upper surface of a floor member made to be an assembly by joining a cross member and an tunnel reinforcement, and a manufacturing method thereof. SOLUTION: In the floor structure 10, a seat cross member 22 is divided into a main body portion 24 and an auxiliary portion 26. The main body portion 24 is joined on an upper surface of a floor panel 14 (a floor member), and the auxiliary portion 26 is laid between the main body portion 24 and the tunnel member 12 above a flange portion 12A of the tunnel member 12 to be joined to both. Therefore, when the floor structure 10 is manufactured, the main body portion 24 of the seat cross member 22 and a tunnel reinforcement 20 are joined on the floor panel 14 in advance, and the tunnel member 12 (the flange portion 12A) is joined on the floor panel 14.
