<P>PROBLEM TO BE SOLVED: To provide a proton conductor having superior proton conductivity, an electrochemical cell, and a manufacturing method of the proton conductor. <P>SOLUTION: As for the proton conductor (10), one part of the main constituting element is substituted by transition metal capable of taking a valence of the main constituting element or a valence smaller than that of the main constituting element. The valence of the transition metal changes according to environments. If the valence of the transition metal is reduced, proton is supplied to the proton conductor in order to supplement valence reduction of the transition metal.
