<P>PROBLEM TO BE SOLVED: To provide an electrode catalyst for a fuel cell having excellent dispersibility with a high carrying rate and improved in methanol oxidation activity per catalyst mass and further improved in methanol oxidation activity per active surface area with no reduction of an active area by performing treatment in an atmosphere including hydrogen at a low temperature lower than 100°C. <P>SOLUTION: A method of manufacturing the electrode catalyst for the fuel cell includes a first carrying process for forming metal particles with the average particle diameter of 0.1-1.5 nm with controlled particle spacing on a conductive carbon carrier, and a second carrying process for growing the same metal or other metal with the metal particles as a core.
