PROBLEM TO BE SOLVED: To provide a primer composition for preparing a laminate for packing provided with both of printing aptitude superior in printing ink transferability and dot reproducibility and easy adhesiveness, by improving the adhesiveness to a base material layer, a printing ink layer, a coating agent layer and an adhesive layer of a packing material, and to provide a laminate having a dried skin of the composition. SOLUTION: First, the primer characterized by having a base agent comprising a copolymer formed from monomers of an unsaturated nitrile (a); an unsaturated compound (b) having hydroxy group; and an unsaturated compound (c) of at least one unsaturated compound selected from the group consisting of unsaturated carboxylate, styrene, unsaturated carboxylic acid, unsaturated hydrocarbon, vinyl ester and vinyl halogenate; and a hardening agent comprising a compound having isocyanate group; and second, the laminate having the dried skin of the primer; are provided.
