PROBLEM TO BE SOLVED: To provide a technique for identifying a set of a generator polynomial and an initial value even if the information that a transmitter side changes a generator polynomial of a scrambler and an initial value of the same is not inserted into information data to be transmitted or the same information is not transmitted by another means from the transmitter side to a receiver side. SOLUTION: For decoded data output from a synchronous descrambler 8, in an entropy decision circuit 9, entropy is calculated, and when the calculated entropy exceeds a preset threshold, a generator polynomial and an initial value stored in a memory are set to a descrambler.
