PROBLEM TO BE SOLVED: To provide a communication server and a communication connecting method that can flexibly select and connect a communication partner for communication according to user's action. SOLUTION: Positions of a plurality of communication terminals 100 are stored in a position information holding server 402. When a connection request from, for example, one communication terminal 101 is received, a grouping determination unit 203 determines communication terminals 102 and 103 located in a predetermined range among the plurality of stored communication terminals as grouped communication terminals and a PoC server 300 makes connections with the determined grouped communication terminals 102 and 103.
