PROBLEM TO BE SOLVED: To provide a polarization beam splitter capable of polarization-splitting perpendicular incident light into a TE wave and a TM wave bilaterally symmetrically with respect to the incident direction. SOLUTION: In a diffraction grating constituted by substituting difference of refractive index for phase difference in a blazed diffraction grating of which the saw-tooth grating shape is approximated by a staircase shape, refractive index distributions for the TE wave and the TM wave of the diffraction grating are reversed practically by using an organic material designed so as to show a prescribed birefringence property and a structure comprising a shape designed so as to show a prescribed birefringence property.
