PROBLEM TO BE SOLVED: To provide a tire controller and a tire control method that can evaluate the adhesive properties of tread splice parts, with high accuracy. SOLUTION: A tire tester 2 is equipped with a tire tester 2 for making a measuring object tire 3 rotate relative to a fictitious road surface with a driving force or braking force continuously given thereto; a surface temperature measuring instrument 4 for measuring the surface temperature of a tread part 3a of the object tire 3 that rotates; and a temperature change detecting part 57 for detecting the temperature change in the measured surface temperature of the tread part 3a. This tire testing device 1 can detect the occurrence of exfoliation in the tread splice part 3b, at a stage prior to burst through of the detection of the temperature change in the surface temperature of the tread part 3a.
