PROBLEM TO BE SOLVED: To provide a powder packaging bag capable of discharging air remaining in the inside in the powder packaging bag and inhibiting moisture from entering from the outside. SOLUTION: In the packaging bag for storing powder where cement and admixture are premixed as powder 2 or the mixed material, the packaging bag has a bag body 3, and a ventilation valve 4 for letting air pass from the inside to the outside without passing through the powder 2 arranged on the bag body 3. Thus, the air remaining in the inside can be discharged by the ventilation valve 4 having a check-valve mechanism, and outside air containing moisture can be prevented from entering.
