<P>PROBLEM TO BE SOLVED: To solve the problems that a management system using an RFID can not sufficiently manage the movement of a renting bicycle because a dedicated gate has to be installed for reading and that there is limitation to construct a system because RFID communication distance is short. <P>SOLUTION: A mounted radio communication module transmits to a server an identification number of a terminal and an identification number of a rented bicycle to determine the acceptance/rejection of using the bicycle. When the bicycle is allowed to be used, travel history is acquired on the basis of position information of a base station. If the terminal is removed from the bicycle, it is determined that the use of the bicycle ends. Information of places and shops where renting bicycles are in high demand is collected on the basis of travel history from a start of using a bicycle to its end to achieve useful information.
