PROBLEM TO BE SOLVED: To improve quality of reproduced speech, by making full use of given information transmission capacity in a simple device for analysis synthesis type speech encoding and decoding. SOLUTION: An input speech signal is decomposed into a prediction coefficient and a residue signal by applying prediction analysis by a speech encoding device 3. Information is compressed, by applying scaler quantization and vector quantization to the prediction coefficient and by extracting a feature quantity of the residue signal. A part of signal processing performed by a speech decoding device is simulated, beforehand by a residue signal decoding trial section 31, and information to be fed back is determined by a correction factor determination section 33 and transmitted to the speech decoding device, thereby the quality of the reproduced speech is improved.
