PROBLEM TO BE SOLVED: To provide an apparatus and a system for creating a detour capable of creating the detour easy for a user to actually pass. SOLUTION: A CPU 41 of a navigation system 2 extracts each pair of a departure place and a destination including a point (destination) on a fundamental road which is the terminal of the road and a start point (departure place) on the fundamental road different from the former point (destination). Thereafter, the CPU 41 reads and links respective "linked stream of data", as detour information, corresponding to each pair of the departure place and the destination and creates the linked stream of data from the starting point on the fundamental road (departure place) to the terminal on the road (destination). The CPU 41 transmits the detour information to an information delivery center 3 (S11-S15). In addition, a CPU 11 in the center 3 stores the received detour information in a detour DB 18.
