PROBLEM TO BE SOLVED: To provide pigment-dispersed paste excellent in storage stability and cationic electrodeposition paint excellent in throwing power, electrodeposition properties for corrosionproof steel plates, anticorrosion, and paint stability. SOLUTION: The pigment-dispersed paste comprises a resin (A) for dispersing a pigment obtained by reacting 15-50 mass% polyfunctional epoxy group-containing compound (a) having an average of at least two epoxy group-containing functional groups in the molecule and an epoxy equivalent of 140-1,000, 5-60 mass% specific amine compound (b), and 10-70 mass% phenolic compound (c) having at least one phenolic hydroxy group in the molecule and a pigment component (B) dispersed in this resin (A) for dispersing a pigment.
