PROBLEM TO BE SOLVED: To provide a seat heater capable of providing excellent seating quality. SOLUTION: The seat heater arranged on a seat surface part 11 of a seat 10 comprises a film-like base material 14 having the electric insulation, electrodes 15, 16 formed on the base material 14, and a polymer resistor 17 connected to the electrodes 15, 16. The base material 14 has a right portion 14a corresponding to a right thigh of a person seated in the seat 10 and a left portion 14b corresponding to a left thigh of the person seated in the seat 10 and arranged with a predetermined space from the right portion 14a. The electrodes 15, 16 and the polymer resistor 17 are formed on both the right portion 14a and the left portion 14b. A plurality of slits 26, 27 across each other are formed on the right portion 14a and the left portion 14b, respectively. Since the right portion 14a and the left portion 14b of the base material 14 can be deformed in an extending manner in a plurality of directions, the base material is easily fitted to the thighs of the person seated in the seat.
