PROBLEM TO BE SOLVED: To put the surface of printed matter in a matted state, while suppressing an increase of the burden of material cost and installation cost. SOLUTION: A printed surface of the printed matter 7 is coated with water-based varnish 9 and heated to evaporate the water in the varnish 9. Thereby the surface of the water-based varnish 9 is wrinkled so that the gloss of the surface of the printed matter is lowered and thus the surface is put in the matted state.
