<P>PROBLEM TO BE SOLVED: To provide a vehicle out-handle device wherein a willingness confirming means for confirming the locking willingness of a vehicle user and a circuit board electrically connected to the willingness confirming means are stored in an operation handle having a handle body and a cover and at least the circuit board and an electric connection part between the circuit board and the willingness confirming means are covered with potting agent, having improved assembling workability by requiring only once potting agent filling work without giving influences to the confirmation of the willingness confirming means. <P>SOLUTION: The willingness confirming means is a contact type willingness conforming sensor 28 for confirming the locking willingness of the vehicle user when contacting a predetermined position set on the operation handle 17A.
