PROBLEM TO BE SOLVED: To provide a method of manufacturing an optical element which greatly varies the refractive index of an irradiation part by irradiating the inside of an optical polymer structure with femtosecond laser light. SOLUTION: In the method, the optical polymer structure before the femtosecond laser light irradiation being characterized in satisfying properties of density of≤1 g/cm<SP>3</SP>, a refractive index of≤1.47, and a coefficient of linear expansion of≥1×10-4. Further, the optical element manufactured by the manufacturing method has a difference in refractive index between the laser-light irradiated part and an unirradiated part of≥0.0004.
