PROBLEM TO BE SOLVED: To provide a dictionary updating apparatus and a program, capable of supporting improvement in quality of dictionaries by forming an improvement proposal for an element that degrades the quality of classes and properties that are items composing existing dictionaries (e.g., defect of item, abnormality of item, ununiformity of item, irregularity of item, or the like). SOLUTION: In a dictionary updating apparatus, the improvement proposal for an element which degrades the quality of classes and properties (e.g., detect of item, abnormality of item, ununiformity of item, irregularity of item, or the like) is formed based on use frequencies of search keywords and relationships among search keywords, or based on a history of the search keywords.
