PROBLEM TO BE SOLVED: To provide a program graph creating apparatus capable of creating a graph from which candidates of a program to be viewed by a user can be easily intuitively known. SOLUTION: A program graph creating apparatus comprises: a storage section 120 for storing program information of a plurality of programs; a calculation section 102 which defines one or more programs in the plurality of programs as center programs, calculates relativeness, at a plurality of viewpoints, between program information of the center programs and program information of programs other than the center programs in the plurality of programs, and calculates a degree of relativeness based on the relativeness at the plurality of viewpoints; and a creation section 101 for creating a graph having a center node indicating the center programs, a first related node indicating a first related program of which the degree of relativeness is equal to or more than a predetermined threshold, and a link connecting the center node and the first related node with at least one of (a) length, (b) thickness and (c) color gradation made different in accordance with a strength of the degree of relativeness.
