<P>PROBLEM TO BE SOLVED: To provide an emulation system efficiently executing the ganged operation confirmation of the speech quality or software of speech data in a state that a speech IC having a speech data built-in ROM is mounted to a product without installing any exclusive terminal in an IC. <P>SOLUTION: The emulation system 100 performs the emulation of a speech IC 10 for reproducing and outputting speech data stored in a built-in ROM 20 or reproducing the received speech data and the emulation system 100 includes: a speech data storage part 120 stored with speech data planned to be stored in a built-in ROM of a speech IC; a command receiving part 130; a command converting part 110 for, when receiving the built-in ROM data reproduction command, performing command conversion processing for converting the built-in ROM data reproduction command into a reproduction command with attachment data in such a format that a speech IC is interpretable; and a conversion command transmission part 140.
