PROBLEM TO BE SOLVED: To perform communication with optimal communication throughput for a radio communication terminal capable of performing packet transmission based on a plurality of different wireless local area network (LAN) standards. SOLUTION: The radio communication terminal is characterized in that a radio wave strength of a first wireless LAN standard and a radio wave strength of a second wireless LAN standard are discriminated and when the radio wave strengths of both the standards are approximately equal, packet transmission is performed on the basis of both the standards. In a case where packet transmission is performed on the basis of both the standards, the same packet is double transmitted, such that a packet control device 3 which relays the packet transmits only a first received packet, between the packets transmitted from the radio terminal device, to a server 2.
