PROBLEM TO BE SOLVED: To provide a base station radio communication system and a radio communication method by which control data are transmitted so that received power to noise power ratio (SNR) when a radio communication terminal receives the control data becomes high while suppressing interference between the adjacent base stations. SOLUTION: The base station 101 assigns resource blocks RB whose maximum transmission power are equal to the respective radio communication terminals 201-1 to 201-4 so that frequency subcarriers whose maximum transmission power are different are not assigned to one radio communication terminal. The base station 101 generates code blocks for notifying the radio communication terminals assigned to the resource blocks RB11, RB12 of information regarding the assigned radio communication terminals and transmits the generated code blocks using a subcarrier group G11. Similarly, code blocks are generated to the radio communication terminals assigned to the resource blocks RB13 to RB1n and the generated code blocks are transmitted using a subcarrier group G12.
