PROBLEM TO BE SOLVED: To provide a road management system capable of correctly updating a background image even in a case such that the screen background of a designation point is suddenly changed with a change by passing of vehicles. SOLUTION: First comparison data (background image) is updated with inspection data (photographic image) when an absolute value (first arithmetic value) of difference between the inspection data and the first comparison data is a first threshold or less. When the first arithmetic value is larger than the first threshold, a change flag is validated if an absolute value of difference between the inspection data and second comparison data (just-before photographic image) is larger than a change threshold, and invalidated if the first arithmetic value is an extra threshold or less. When the change flag is invalidated, the first comparison data is updated with the inspection data if a change end condition is satisfied, and the first comparison data is maintained if the condition is not satisfied. When the change flag is validated, the first comparison data is maintained, and occurrence of an abnormal state is determined when the first arithmetic value is larger than a second threshold and the change end condition is satisfied.
