PROBLEM TO BE SOLVED: To provide a video synthesis device and a video output device which combines images by pixel. SOLUTION: The image synthesis device comprises: a first video input control portion for controlling the input of a first video image; second video input control portion for controlling the input of a second video image; a parameter input control portion for inputting parameters indicative of relative positional relations for combining the first video image inputted from the first video input control portion and the second video image inputted from the second video input control portion; a video synthesis portion which combines the first video image and second video image by pixel, according to the parameters inputted by the parameter input control portion and generates a composite video image, and an output portion for outputting the composite video generated by the video synthesis portion.
