PROBLEM TO BE SOLVED: To provide a throw-away insert capable of effectively cooling a desired position of a flank and a rotating tool provided with the throw-away insert. SOLUTION: In this throw-away insert 1, a rake face 2, the flank 4 and a seated surface 3 are provided on an upper face, a side face and a lower face, respectively, a cutting blade 5 is formed in an intersecting ridge line part of the rake face 2 and the flank 4, a flank groove part 6 is formed from the rake face 2 up to the seated surface 3 in the flank 4, and a passage 21 to guide fluid to the flank groove part 6 is formed in the seated surface 3. The passage 21 is constituted of a recessed part 8 to be a receiving port of fluid and a seated surface groove part 11 connecting from the recessed part 8 up to a lower end of the flank groove part 6.
