PROBLEM TO BE SOLVED: To provide blade replacement timing management device and method allowing avoiding of a cutting defect caused by a nick of a blade and improvement of using efficiency of the blade. SOLUTION: A carrying distance of a continuously carried belt-shaped web W is detected, and the detected carrying distance of the web W is written in an IC tag 24. By a controller 30, a limit carrying distance stored in the IC tag 24 is compared with an actual accumulated carrying distance of the web W. When the actual accumulated carrying distance of the web W is larger than the limit carrying distance, the controller 30 transmits a stopping instruction of a slitter 1 or an instruction to give an alarm to a worker.
