<P>PROBLEM TO BE SOLVED: To provide a zinc oxide dye-sensitized solar cell capable of raising open circuit voltage. <P>SOLUTION: The zinc oxide dye-sensitized solar cell having a photo-electrode having a conductive substrate and a zinc oxide layer laminated on the conductive substrate and formed by adsorbing organic sensitized dye on the zinc oxide layer, and one or two or more compounds selected from the group comprising cholic acid, n-hexadecyl malonic acid, dodecanedioic acid, octyl phosphoric acid, compounds represented by formula (1), triphenyl phosphine oxide, and phenyl phosphonic acid are adsorbed on the zinc oxide layer.
