PROBLEM TO BE SOLVED: To solve the following problem: a lipophilic film formed on a surface of boron carbide powder cannot thoroughly inhibit a reaction of water with the boron carbide powder, and if the temperature rises to about 200-300°C, the lipophilic film thermally decomposes and hot steam penetrates the surface of boron carbide powder to oxidize the boron carbide powder, consequently a sintered compact obtained from the powder has many pores and high hardness and high strength specific to boron carbide are not exhibited.

SOLUTION: Boron carbide powder containing carbon simple substance or silicon simple substance and having a boron hydroxide-containing layer on a surface thereof is provided.
