<P>PROBLEM TO BE SOLVED: To provide a transmission power estimating system capable of efficiently performing communication control using transmission power of PTP transmission channel. <P>SOLUTION: A transmission power measuring part 12 measures base station total transmission power and transmission power other than HSDPA, and reports it to a base station control device 2 by way of a base station operation part 11. A transmission rate measuring part 13 measures transmission rate of HS-PDSCH per unit time, and reports it to the base station control device 2 by way of the base station operation part 11. A base station control part 21, if MBMS service is performed, discriminates MBMS receiving user from among mobile stations to measure the number of MBMS receiving users, and performs selective control between PTP transmission and PTM transmission. A transmission power calculating part 22 calculates transmission power of HS-PDSCH per unit bit, using the base station total transmission power, transmission power, and transmission rate.
