PROBLEM TO BE SOLVED: To provide a communications apparatus such as a portable telephone which can be used abroad and can report operational confirmation to a user. SOLUTION: A communication processing section 103 extracts a country code from broadcast information, delivered from a base station in a communication network to be connected for communication. A decision section 106 compares a country code which has been acquired by a USIM management section 104, at turning on of power with a country code acquired by the communication processing section 103. When a decision section 106 judges that they do not coincide, a message creating section 108 creates help information for reporting operational confirmation to a user and delivers the help information to a display 109.
