PROBLEM TO BE SOLVED: To provide a surface-emitting laser element having low threshold current and high reliability. SOLUTION: The surface-emitting laser element comprises: a substrate, an optical resonator disposed on the substrate and having a lower multilayer reflection mirror and an upper multilayer reflection mirror; a strained active layer of a multiquantum well structure having a quantum well and barrier layer and disposed within the optical resonator; and a current constriction layer disposed above the strained active layer and having a selective oxidation part; and the current constriction layer is arranged so as to be influenced by the selective oxidation part relative to the strained active layer.
