PROBLEM TO BE SOLVED: To solve such a problem that in conventional probe memory device, when positioning accuracy between a probe head and a recording medium is improved, a processing circuit is complexed, when an actuator is strengthened, a dead space is increased, and influence by axis interference is enlarged, then improvement of positioning accuracy becomes hard. SOLUTION: In a recording and reproducing device, a recording medium is supported being able to swing at least in the two axes directions by a supporting part of a shape having elasticity, when it is in a state in which access for a memory can be performed, the recording medium is always reciprocated in the drive axis direction crossing a track, always position relation for the probe head is grasped, when access is performed, a movement time required for positioning is shortened, and highly accurate and high speed operation are achieved.
