PROBLEM TO BE SOLVED: To provide a transparent composition having low viscosity, also exhibiting a good application property on hair or a thick use feeling by being thickened on its use, further easily rinsed away with water and imparting an excellent conditioning effect to the hair. SOLUTION: This low viscosity transparent composition is characterized by containing (a) a cationic surfactant, (b) a polar oil selected from an ester oil, a higher fatty acid and a higher alcohol and (c) a lower alcohol and/or (d) water, having <1,000 mPa s viscosity and having the maceration thickening property of being thickened by mixing with water. As the suitable cationic surfactant (a), a substance expressed by general formula (1) [wherein, R is an 11-21C aliphatic hydrocarbon group; (n) is 2 or 3; X is a halogen, methosulfate or methophosphate] is used.
