PROBLEM TO BE SOLVED: To manufacture a nozzle plate in which a level difference is formed in the circumference of an outlet port without separtately preparing a member which needs a time and labor for manufacturing. SOLUTION: After forming nozzle holes 3 in the nozzle plate 1 (a), a cylindrical portion 3a, which is the head end of the nozzle hole 3, is filled up with an optical setting resin 21 (b). Next, the optical setting resin 21 is cured by irradiating the nozzle plate 1 with an ultraviolet (UV) light, and then a cured resin part 25 consisting of a pillar-shaped part 22 and an annular part 23 is formed (c). After eliminating the optical setting resin 21 not yet cured (d), a nickel-plating film 5 is formed (e).
