PROBLEM TO BE SOLVED: To improve versatility or expandability in a control system in which a predetermined functional safety standard is satisfied. SOLUTION: In a control system 1, the transmission of operating circumstance data 10 including operation data from an operation terminal 100 to a control device 300 and the transmission of response data 30 responding to the received operating circumstance data 10 from the control device 300 to the operation terminal 100 are repeatedly operated. In an operation terminal 100, an operator successively performs an operation input about each of control procedures configured of a plurality of procedures, and the operation content of each procedure is displayed based on operation display data 31 included in the received response data 30. Also, in the control device 300, (1) "procedure collation" for collating whether or not the operation order of each procedure follows a specific order; (2) "information comparison" for deciding whether or not the operation content of each procedure is matched in this time reception and the previous reception; and (3) "check code confirmation" for deciding whether or not the transmitted check code is matched with the received check code are operated based on the received operating circumstance data 10.
