PROBLEM TO BE SOLVED: To provide a fixing device designed such that the external heating belt of an external heating device excellently adheres to a fixing roller without slackening in the axial middle area of a support roller, and to provide an image forming apparatus. SOLUTION: The fixing device 40 has the external heating device 41 that has the external heating belt 24 disposed in contact with the fixing roller 21, thereby heating the fixing roller 21 from outside. A pressing member 19A is disposed on the external heating device 41 in order to press the external heating belt 24 toward the fixing roller 21 from the outer circumferential side.
