PROBLEM TO BE SOLVED: To provide an insulating film treating liquid for a grain-oriented electrical steel sheet which does not contain chromium, and is excellent in film tension, moisture absorption resistance, rust preventiveness, and space factor and method for manufacturing the grain-oriented electrical steel sheet using the treating liquid. SOLUTION: The insulating film is formed on the surface of the grain-oriented electrical steel sheet by using the insulating film treating liquid containing colloidal silica at 0.5 to 1.0 mol in terms of SiO<SB>2</SB>of 1 mol phosphoric acid (PO<SB>4</SB>) of the phosphate in one or more selected from phosphates of Mg, Ca, Ba, Sr, Zn, Al, and Mn and containing one or more selected from hypochlorite, chlorite, chlorate, and perchlorate of Ca, Mn, Fe, Mg, Zn, Co, Ni, Cu and Al at 0.005 to 3.0 mol in total with respect to the molar number of the metallic elements.
