PROBLEM TO BE SOLVED: To flexibly adapt to a plurality of kinds of communication rates which a plurality of terminal devices request respectively. SOLUTION: An allocation unit 22 multiplexes a plurality of narrow-band channels and a plurality of wide-band channels having wider bands than the narrow-band channels, and allocates a combination of a narrow-band channel and a wide-band channel or the narrow and channel to a terminal device. A communication unit 20 communicates with a terminal device to which the combination of the narrow-band channel and wide-band channel or the narrow-band channel is allocated. The allocation unit 22 generates respective wide-band channels with an OFDM signal, and each narrow-band channel has nearly the same bandwidth with a subchannel of the OFDM signal, a peak interval between adjacent narrow-band channels being an integral multiple of and more than twice as large as an peak interval between adjacent subchannels of the OFDM signal.
