It is possible to make a person to be imaged constantly face a proper direction with respect to a camera and to make the face of the person to be imaged face the proper direction with respect to the camera without delaying imaging or traffic. An imaging controller includes a detection information reception part (201) which receives detection of the person, a control information reception part (201) which receives judgment information on whether the person faces the direction suitable for imaging, an information presentation instruction part (203) which instructs presentation of presentation information for calling the person's attention according to the reception by the detection information reception part (201), and an imaging instruction part (202) which instructs imaging of the person while the information presentation instruction part instructs the presentation of the presentation information.
