A multilayer electrode, a manufacturing method thereof, and a plasma display panel having the multilayer electrode are provided to simplify an electrode forming process by omitting a photolithography process for forming an etching mask by using a self-align scheme. A multilayer electrode includes first and second metal layers(22,32). The first metal layer contains a first binder with a first acid value. The second metal layer contains a second binder with a second acid value, which is smaller than the first acid value. The first metal layer has higher etching selectivity than the second metal layer with respect to an alkaline developing solution. The alkaline developing solution includes at least two components selected from the group consisting of NH3, Na2CO3, KOH, and TMAH(Tetra Methyl Ammonium Hydroxide).
