PROBLEM TO BE SOLVED: To provide a new electrometry device, which does not use electrolytic solution and is installed in soil or water solution, indicating fixed electric potential thereof for a long time, and which comprises simple to manufacture new solid type reference electrodes and new electrodes, or conductive materials using solid type reference electrodes. SOLUTION: The reference electrodes are such that conductive solid electrodes selected from among iron, steel or cast iron are installed inside conductive solid formed of cement paste, cement mortar or concrete having pH of 10 or higher and are accommodated in a partly opened insulating case, or that the partly opened portion is accommodated in an insulating case formed of selective ion permeable membrane and closed; and the reference electrodes and the electrodes or the conductive materials are connected and installed in soil or water solution.
