PROBLEM TO BE SOLVED: To provide a ring-shaped packet multiplexing apparatus capable of performing fair control in a simple manner on a transmission packet rate between node devices in an interlink portion connecting rings. SOLUTION: When a measurement rate of a packet dropped from a ring exceeds virtual link rates Ra, Rb preset to an interlink, a drop monitor section (14-a, 14-b) delivers that information to a fair control section (13-a, 13-b) and the fair control section (13-a, 13-b) regards values of the virtual link rate Ra, Rb similar to a link rate Rj of a congestion link within a conventional ring, calculates a Fair Rate and transfers the calculated Fair Rate information to an upstream neighboring node device through signals 16-a, 16-b.
