PROBLEM TO BE SOLVED: To reduce cost by reducing a processing process of an idle shaft, and to increase efficiency in idle shaft installing work. SOLUTION: A shaft hole 101 and a shaft hole groove 102 are respectively formed in bearing parts 98 and 99, and a bearing cover 103 having a shaft hole groove 104 is installed on the lower side of the bearing part 99. A fitting piece 112 fitted to a fitting groove 111 formed in the idle shaft 89 is arranged in the shaft hole groove 104. A bush installing part 109 for installing a rubber bush 115 is arranged on one end part side of the bearing cover 103. When installing the bearing cover 103 in a lower surface part 99a of the bearing part 99, the fitting groove 111 is fitted to the fitting piece 112, and the idle shaft 89 is installed in the bearing part 99 in a rotation prevented/slipping-out prevented state.
