<p><P>PROBLEM TO BE SOLVED: To solve the problem that image quality is deteriorated when suppressing the amount of codes. <P>SOLUTION: A correlation evaluation section 72 evaluates a correlation between a predetermined region in a target picture and a region, corresponding to a picture region different in the time direction from the target picture. A quantization control section 80 changes a quantization process to a predetermined region in the target picture adaptively in accordance with the evaluation, obtained by the correlation evaluation section 72.
