PROBLEM TO BE SOLVED: To provide a charger-failure detecting circuit that detects a failure of a charger in a power station and a substation, and to provide a charger-failure detection method. SOLUTION: In the substation 100, when a rectifier 130 fails, a supply current 152 from the rectifier 130 decreases below 8 [A] at the normal time. For example, the current becomes 0 [A] lower than a discharge current 154 of 8 [A]. A DC current transformer 160A detects a differential current, by subtracting the discharge current 154 outputted from a storage battery 140 from at the supply current 152 outputted from the rectifier 130. An alarming device 180 issues an alarm to a monitoring center 190, when the differential current is a negative value. In this way, when the supply current 152 becomes smaller than the discharge current 154 this way, the alarm is emitted quickly to the monitoring center 190, without waiting for a voltage of the storage battery 140 to drop and staffs are dispatched quickly from the monitoring center 190 to the substation 300.
