PROBLEM TO BE SOLVED: To provide a method capable of obtaining at decision with an improved maximum waiting time. SOLUTION: A system is provided with a program collection on a central storage apparatus. The system supplies a program to a plurality of client terminals in a near-video-on-demand fashion by using a redundant broadcast schedule. Users of the client terminals have maximum waiting time, until the client terminal can start the program. An individual client terminal may provide a shorter maximum waiting time to the users, by prerecording a fraction of the program that is broadcast as part of the broadcast schedule.
