PROBLEM TO BE SOLVED: To provide a device enabling relay by an optical network for setting a wavelength path between two optical burst switching networks. SOLUTION: The device interconnects a first network performing optical burst switching and a second one setting a wavelength path. The transfer destination of a control packet and an optical burst signal is determined by destination information included in the control packet of the optical burst signal received from the first network. When the transfer destination is the interconnection device between the second network and a third network performing optical burst switching, setting first and second wavelength paths in the same route, having the same route reaching the interconnection device between the second network and the third network from own device, is instructed to the second network.
