PROBLEM TO BE SOLVED: To solve the problem that, when verifying a certificate, a suitable certificate verification method is made different by environmental parameters such as performance of a service enjoying device or a server device, the communication velocity of a network, and the like. SOLUTION: A service enjoying device 20n that verifies the certificate of a service provider device 10n determines a certificate verification method from performance of the service enjoying device, performance of a CRL repository device, performance of a certificate verifying apparatus and performance of a network, in accordance with a combination thereof and verifies the certificate with the determined method. Furthermore, the service enjoying device that verifies the certificate of the service provider device requests the verification of the certificate to a method selecting device and the method selecting device determines the certificate verifying method from performance of the method selecting device, the performance of the CRL repository device, the performance of the certificate verifying apparatus and the performance of the network, in accordance with a combination thereof, verifies the certificate with the determined method and notifies the service enjoying device of a verified result.
