PROBLEM TO BE SOLVED: To provide a communication connecting server and a method for connecting a communication, which avoids the generation of a communication trouble with an increase in a processing load. SOLUTION: A P-CSCF 4 is used for a communication-connecting server communication-connecting a mobile-communication terminal to an S-CSCF controlling the communication of the mobile-communication terminal. A count section 41 counts the number of the mobile-communication terminals registered at each place of a plurality of the S-CSCFs at every S-CSCF. A place-registration requiring receiving section 42 receives a place-registration requirement to the S-CSCF from the mobile-communication terminal. A communication-control server specifying section 43 specifies the smallest one S-CSCF of the number of the place-registered mobile-communication terminals when the place-registration requirement is received by the place-registration requiring receiving section 42. A place-registration requiring transmitting section 44 transmits the indication of the place registration of the mobile-communication terminal transmitting the place-registration requirement to one specified S-CSCF specified by the communication-control server specifying section 43.
